China is aggressively seeking the tools and technologies of intelligence welfare. Determined to lead the next Revolution in Military Affairs (RMA) China’s leaders have been engaged in a stalwart campaign of technology acquisition. The consequences and recommended response to this proliferation activity is discussed.
Outlook: China’s ambition to take the lead in the current RMA that stresses the harnessing of information and intelligence technologies in pursuit of cyber and other forms of technology warfare is concerning. However, as the author notes, the United States and other great powers should navigate this strategic environment carefully. Failure to do so may lead to a new Cold War and a destructive and wasteful arms race that often accompany RMAs.
