SUMMARY: This document is the summary report for the UNIDIR’s 2018 Cyber Stability Conference held in Geneva in September of 2018. The conference discussed the rising concerns for the use of information and communications technologies (ICT) by state and non-state actors. Some concerns included were the potential threats that ICT can create in violent conflicts and the need for better clarity on how states around the world apply international law and norms of behavior in cyberspace.
IMPORTANCE: This conference is important because it helped the countries around the world present their fears and reservations over cyberspace. More importantly, they discussed topics like the gap between cyberspace security and stability, state strategy and practice, crisis management and conflict prevention, governance, and the technology dilemmas.
