Guide to Negotiation Screen

The pencil indicates an area that can be edited:

• The title of the negotiation
• The invitation list - Invite new countries to participate
• If > two signatories on a NO FLY ZONE, organizer can place no fly zone

If you are the organizer, you can release a draft for signature. This should only be done when there is sufficient agreement. However, signatories can sign with reservations that address parts to which they withold agreement.
Tabs allow:

• Agreement Draft - Shows current draft. In the case of a Treaty, this would become a binding document.
• Edit Draft - Draft cannot be edited after it has been signed by any party.
• Sign Agreement - Tabs shows if agreement is released for signature. Any reps of a country can sign for their country
• See Comments - See official comments submitted on the draft.
• Make Comments - Submit official comments on the draft.

A treaty can be made public at any time to allow all participants to view (by checking "Public Treaty")
