If > two signatories on a NO FLY ZONE, organizer can place no fly zone
If you are the organizer, you can release a draft for signature. This should only be done when there is sufficient agreement. However, signatories can sign with reservations that address parts to which they withold agreement.

- Shows current draft. In the case of a Treaty, this would become a binding document.

- Draft cannot be edited after it has been signed by any party.
