After the president of France urges a call for international cyber security in what is called the framework for the ‘digital Geneva Convention,’ the United States, Russia, China, Iran, and Israel are hesitant to decrease their cyberweapons.
Significance: The principles in the framework call for a protection of civilians, restraints on cyber attacks, and increased capacities to prevent election fraud and business information, which would advocate for a safer cyberspace. These principles have been signed by multiple states, NGOs, and companies like Google, Microsoft, IBM, etc.. Without international cooperation, this goal cannot be reached and cybersecurity will not occur.
