Amended Article one of the The Convention on Certain Conventional Weapons

This Article is a amendment that restrict states to use  the prohibited weapons and means stated earlier within its borders to maintain control but its when protecting its sovereignty these restrictions aren’t applied to internal affairs that threaten the states existence, the state must adheres to Article 2 & 3 the Geneva Conventions war victims protections in all other instances.

Significance-Makes the use of deadly weapons previously banned before the amendment are  now illegal to use within a state that is a signatory. In theory this would take away using instruments of war on riots or protest within a state.
