Good Morning Director,

I’ve marked this as Top Secret and have only sent it to you as per the instructions (DNI is the only receipiant of decoded intelligence). Let’s start breaking down what I saw in the email. 

“Revolutionary Union for Socialist Equality”

After reviewing the internet for the logo inside, I found an exact match from “Children of the Revolution” (see link), this may have more of a subtle meaning than actual truth.

As for the text of the email, this is what I was able to ascertain: 

“Dear Minister Barahona Castro, (see sanction information below)
We understand that your nation has substantial disputes with your southern nation. We have
immense sympathy for your plight, and seek to provide assistance. Our group has access to any
and all resources you need to achieve this. Please remain in contact if you are eager to pursue
this opportunity. You know how to reach us.”

Minister Barahona Castro is the Minister of Defense for Nicaragua; she’s also been sanctioned by the U.S. As for the rest of the logo, it appears to be the National Emblem for Vietnam (see here https://www.vietnamonline.com/culture/national-emblem.html) which puts the comments of “We have immense sympathy for your plight” into perspective, as Vietnam was torn in half  “between nationalist forces attempting to unify the country of Vietnam under a communist government and the United States (with the aid of the South Vietnamese) attempting to prevent the spread of communism.” (red and yellow/colors that represent communism)
